the number that is important is what is in DTC.... not issued... the only shares tradeable is whats in the DTC...if it is in stock cert form tough to get those shares deposited without proper documentation and letter of opinion especially in penny to sub penny stocks.. and if it is restricted again lifting the restrictions and getting them deposited double difficult...
