(ZHNE, Trade ), a global leader in network access solutions, announced today that its new MXK((TM)) platform has been accepted by the US Department of Agriculture's Rural Utilities Service (RUS) for use by RUS program participants. RUS and the National Telecommunications and Information Agency (NTIA) are responsible for dispersing the $7.2 billion in economic stimulus funding allocated for broadband initiatives under the 2009 American Recovery and Reinvestment Act (ARRA).
RUS provides grants and low cost loans to help network operators secure authorized equipment to bring high-speed broadband services to rural and underserved communities. Zhone products first gained RUS acceptance in 2003, with the recently announced MXK being the newest addition to the program.
Zhone's MXK represents significant milestones in broadband access networking and is expressly designed to support the new generation of HD media and on-demand video that require enormous amounts of dedicated bandwidth. June 15, 2009: DOE Increases Maximum Funding Awards for Smart Grid Projects

WASHINGTON — The U.S. Department of Energy (DOE) announced that the maximum award available for smart grid projects has been significantly increased. DOE announced in mid-April that it intends to provide nearly $4 billion in American Recovery and Reinvestment Act funds for smart grid projects. The funds will include $3.375 billion for the Smart Grid Investment Grant Program, which supports the deployment of smart grid technologies and grid monitoring devices, and $615 million for demonstrations of regional smart grids, utility-scale energy storage systems, and grid monitoring devices. Based on feedback received after that announcement, DOE has raised the award ceiling for smart grid deployments under the Smart Grid Investment Grant Program from $20 million to $200 million, and it has raised the award ceiling for regional smart grid demonstrations from $40 million to $100 million.
Energy Secretary Steven Chu also teamed up with Commerce Secretary Gary Locke to chair a meeting of smart grid industry leaders at the White House. Smart grid technologies are sometimes referred to as the Internet for the power industry, providing real-time, two-way communications between utilities and their customers. Smart grids allow for greater power reliability, improved demand response, and better energy management in homes. They can also enable more efficient use of on-site energy production, including renewable energy systems. But because they rely on communications technologies, noted DOE, smart grid systems need consistent standards to ensure that devices from various vendors can interact, that today’s systems can meet future smart grid needs, and that smart grids provide high levels of security. The White House meeting encouraged industry executives to expedite the adoption of smart grid standards.
After the meeting, Chu and Locke announced the first set of 16 interoperability standards for smart grid technologies, based on the consensus of participants in a public workshop. The standards are recognized by the National Institute of Standards and Technology (NIST) and address a wide range of subjects, including smart meters, distributed power components, and cyber security. Future standards will address basic connectivity and data networking. DOE also provided $10 million in Recovery Act funds to NIST in support of its efforts to coordinate the smart grid standards.
Broadband Stimulus: The Next Telecom Boom
Implications
1. Highlights one state government that is aware of opportunities provided in the American Recovery and Reinvestment Act of 2009 2. RFI points to goals of State of Texas in regards to telecom for rural economic development 3. Other states may follow with similar plans 4. second tier telecom vendors will benefit as they have the platforms and dexterity to respond by 15 May.
Analysis
Approximately $7 billion will be made available under the NTIA's Broadband Technology Opportunity Program (grants) and the USDA's RUS program (mostly loans) for broadband deployments in unserved, underserved and rural areas with the goals of supporting education, healthcare, public safety and job creation. Of note, NTIA will issue its rules for grant applications mid to late June. Application deadline is rumored to be 30-45 days there after. By setting a MAY 15 deadline for RFI responses, State of Texas should position itself well for grant awards. With a majority of its land mass in rural areas, it is clear that even without clear definitions of "unserved" and "underserved", State of Texas can prioritize and organize projects in a timely but short time frame.
There are three technologies that may be favored for these projects: WiMAX, WiMAX and WiMAX. Only WiMAX can be deployed on such short notice with minimal planning delivering maximum last mile broadband for the least cost per megabit delivered per subscriber. WiMAX vendors that may benefit include: Redline Communications, Solectek, Airspan and Axxcelera all of whom offer fixed WiMAX at 3.65 GHz (easily obtained license). These vendors also offer similar platforms in 4.9 GHz public safety products which will no doubt be a priority for RFI respondents.
Service provider respondents may be mostly local with the possible exception of Clearwire who might be in a position to deploy on short notice to communities where they hold 2.5 GHz licenses. Cisco and Juniper may sell a lot of routers to support these deployments just as Sun will sell a lot of servers as well. Metaswitch and Nortel might also sell a few VoIP softswitch platforms to support VoIP over WiMAX.

Catharine TrebnickIn her research note this week, Boston based Avian Securities Senior Telecom Research Analyst - Catharine Trebnick, gave an update on the broadband initiatives of the American Recovery and Reinvestment Act (ARRA).
According to Trebnick, "Under the ARRA, the Rural Utilities Service (RUS) of USDA and the National Telecommunications and Information Administration (NTIA) of the Department of Commerce, will be dispersing $2.5 billion and $4.7 billion respectively for broadband initiatives. The Department of Energy has $11 billion for ‘smart grid’ projects, of which telecommunications is a key piece."
Interestingly, Trebnick outlined 4 key points:

Catharine TrebnickIn her research note this week, Boston based Avian Securities Senior Telecom Research Analyst - Catharine Trebnick, gave an update on the broadband initiatives of the American Recovery and Reinvestment Act (ARRA).
According to Trebnick, "Under the ARRA, the Rural Utilities Service (RUS) of USDA and the National Telecommunications and Information Administration (NTIA) of the Department of Commerce, will be dispersing $2.5 billion and $4.7 billion respectively for broadband initiatives. The Department of Energy has $11 billion for ‘smart grid’ projects, of which telecommunications is a key piece."
Interestingly, Trebnick outlined 4 key points:

"Less bad" is not good enough, Vice President Joe Biden said Friday, announcing that the Obama administration will introduce plans to speed up disbursements from the economic stimulus package to try to curb continuing job losses.
The Labor Department announced Friday that 345,000 jobs were lost last month, and May's unemployment rate reached 9.4 percent, up from 8.1 percent in February when Democrats in Congress ushered through President Obama's $787 billion stimulus plan.
The administration at the time claimed that without it, the job rate would hit 8.8 percent in 2010.
Vice President Biden said Friday that the highest unemployment rate in more than 25 years underscores the need for the administration to speed up outlays from the recovery package.
"Let me be very clear: A lower job rate loss is not our goal. 'Less bad' is not how we're going to measure success," Biden said before a meeting with the president's economic team. "We will not be satisfied until we are adding jobs on a monthly basis."
The extra effort to be announced Monday is not additional spending, but an effort to speed up the release of stimulus funds over the next 100 days by targeting the best places to spend the cash.
Biden said 3,600 projects are underway from the stimulus package and $11 billion has been spent on highway construction funds.
"Even after the economic recovery investments to build America take full effect -- expected to create about 700,000 construction jobs -- there will still be more than 1 million construction workers looking for work. To fully revive the construction industry and our economy we need a much greater investment to build America, including through the upcoming surface transportation reauthorization bill and the water bill currently pending in the Senate," he said.
As we get closer to billions of stimulus money going to broadband vendors like ZHNE the .31 break will happen very quickly.

WASHINGTON--Two government agencies now have 17 months to distribute $7.2 billion in stimulus funds for broadband deployment projects in all 50 states--and already thousands of potential grant recipients are knocking at their doors.
President Obama's economic stimulus package dictated that all of the money set aside for broadband will have to be allocated to worthy projects by September 30, 2010. To meet that goal, the federal government will need the help of "the best and the brightest," Mark Seifert, one of the people responsible for the broadband funds, said Tuesday.
"I invite you to work very hard--and very fast--to reach our goals," said Seifert, a senior adviser to the National Telecommunications and Information Administration, the federal agency responsible for distributing $4.7 billion in grants for broadband.
The NTIA on Tuesday, in conjunction with the Federal Communications Commission and the U.S. Agriculture Department, held the first in a series of meetings to engage the public in a discussion about ways to distribute the broadband grants and loans. The agencies decided on this format to solicit public input after receiving more than 2,000 requests for individual meetings from states and other groups interested in the funding.

"It's going to have to happen very fast," said Bernadette McGuire-Rivera, an NTIA administrator. "Everyone needs to work together to make sure we do this and we get it right."
Before a crowd of hundreds packed into an auditorium at the U.S. Commerce Department, the agencies announced they are holding six more public meetings--four in Washington, one in Las Vegas, and one in Flagstaff, Ariz.--between March 16 and March 24 to give the public a chance to influence how the broadband grant and loan programs are shaped. The agencies also released on Tuesday a formal request for information (PDF) soliciting input on a range of topics including the role of the states in the grant programs, selection criteria for grant awards, financial contributions from grant applicants, broadband mapping, and benchmarks to evaluate the success of the programs.
The FCC, which is charged with formulating a strategy for nationwide broadband deployment within one year, will also kick off a process of public inquiry for that project at its next public meeting on April 8.
"This will be a truly inclusive process," acting FCC Chairman Michael Copps said at the meeting. "The goal of our national strategy must be to bring value-laden, high-speed broadband to all our citizens, no matter who they are or where they live...'All' must mean everyone."
The officials at Tuesday's meeting acknowledged that numerous issues that will impact the grant awarding process remain unclear. For instance, the broadband stimulus funds were expressly approved for "unserved" and "underserved" locations, but those terms remain undefined.
McGuire-Rivera said that these are the sorts of issues the request for information and the public meetings are intended to resolve. In the meantime, the stimulus bill was prescriptive enough that prospective grant recipients "can start working on your grant application as soon as you walk out the door," she said.
The NTIA plans to make grants available in three rounds. The first notice of availability will be published sometime between April and June, with subsequent grant application rounds taking place around October of this year, and then between April and June of 2010. The agency is required by the stimulus bill to award at least one grant per state.
The Agriculture Department's Rural Utilities Service, which is responsible for distributing $2.5 billion in grants, loans, and loan guarantees for broadband, plans to start making its funds available within the next 60 days. After that first notice of availability, the RUS will have at least two more grant application periods.
As the agencies configure the grant and loan programs, they will be obligated to consult with the states, establish open-access principles, and create a database of all the grant applications. The stimulus bill also set aside $10 million specifically for audits and oversight of the broadband programs.
"It's sort of unusual for (Congress) to set aside money like that," McGuire-Rivera said. "We will be watching these grants very carefully."

Ouch. If this credit crisis goes on much longer this may be it for this company as I beleive they rely heavily on borrowing to meet cash flow requirements. I will say however, that some of their venture capital investors have very deep pockets.

Looking at financials they did slip, but the cost of those revs also slipped, and the balance sheet doesn't look that bad for a company making a major move on technology change. From the looks of the chart it apears word leaked out to someone around June 20th almost two weeks before it was announced to the public.
Two key points from the preliminary news release on July 1 caused the sell-off.
First, their may be write-down on some of there assets. This would adversly effect balance sheet ratio's and means that some of the technology they have aquired is no longer worth what they paid or valued it at.
Secondly, and probably more troubling, is the fact that they lost potential business from their largest LAC customer becuase their cheapest possible pricing was still to expensive for their customer. Not a good thing when you are supposed to be a lower cost alternative. It signals that times are tough right now, not just domestically but globally as well. It could also signal that there is global competion that is undercutting them.
The guys that run this company are pretty sharp. They built Ascend Communication which was a huge success and a NASDAQ darling. It was eventually bought out. I think this will be viable company but you may be waiting a year or so before their niche in the market turns around. It is also an exceptionally rough time for microcaps which did not make there 1Q run as they normally do but have contiunued to trend lower as a group.
If I were adding at this point I think I would wait for the formal earnings release (July 22) and then acquire a little at a time to cost average. That way if it does trend lower before it trends higher you have a better average cost.
Just my opinion of course.

Q1 FY08 numbers in a week. Expect sales to be flat to slightly down given the current ecomony. Earnings will most likely be flat due to cost suting and slight increase in shares. soes
All of the insider buying is normaly related to NEA Partners (New Enterprise Association Partners) continuedinvestment. If you notice they are all indirect purchases and for the most part the insiders buy the same amount of shares. This is a good thing as NEA is a well respected, large VC firm.
