CHCR - History
Comprehensive Behavioral Care, Inc. (CompCare), established in 1969 as Comprehensive Care Corporation, became a national leader in chemical dependency treatment services through its trademarked CareUnit programs. In 1992, CompCare began to diversify through acquisition of a small managed behavioral health organization. By 1997, the Company had refocused its core business and consolidated its corporate operations in Tampa, Florida. Reports are produced routinely on a monthly or quarterly basis, but can also be produced for any specified time intervals desired by our clients.

CompCare has a comprehensive security policy in place that addresses physical access, user accounts, workstation and server security policies, and all network-related activity. Physical access is controlled at the main network operations center in Tampa through locked security doors. Access to the network operations center is given only to key IT support personnel. Separate user accounts are given for network access and application access. These accounts abide by internal policy that dictates periodic changes, uniqueness of passwords, and lockouts when unsuccessful login attempts are made. User interface terminals at all network and application servers are locked automatically when not in use. All access to the network is funneled through the Windows NT security model, including remote dial-up access. All Internet traffic routes through the CheckPoint firewall server. The monitoring and notification of attempted unauthorized access and other security-related events are achieved by internal applications and Internet Service Provider monitoring.

$CHCR Quality and Utilization Management
The CompCare systems provide the processing hub for all operating areas. Information is collected and maintained in a single database with all relevant data relationship automatically maintained by the system. All activities of a member and their provider are recorded and tracked over time. The primary system provides nightly updates to a separate data warehouse system that uses the information to generate all reports for all operating units within CompCare. All the information reported is reviewed by the UM department and Senior Management to monitor the accuracy and integrity of information used within CompCare and distributed to our clients.

Mr. Marcus was appointed as our Chairman and Co-Chief Executive Officer on May 19, 2009. Mr. Marcus brings over 35 years of building public and private companies and strong relationships with business and political leaders. Mr. Marcus was formerly Chairman and Chief Executive Officer of Core Corporate Consulting Group, Inc. ("Core"), having stepped down from that role prior to CompCare acquiring Core on January 20, 2009. Prior to that, he was a founder, Chairman and Chief Executive Officer at The Amacore Group, Inc., a healthcare distribution company whose sales grew from zero to over $30 million in the final three years of his leadership. In the late 1980's, Mr. Marcus founded and initially funded Dimensional Vision Group Limited (DVG) and Fountain Pharmaceuticals, Inc., with both companies completing a public offering within their first year of operation. In the 1970's and early 1980's, Mr. Marcus was the driving force in the successful growth of a number of various private ventures. He was also a senior partner of the New York law firms of Victor & Marcus and Marcus & Marcus.

Mr. Finestone was appointed to our Board of Directors on January 21, 2009 and serves as the Chairman of the Audit Committee. He is a business management consultant and has served on the Boards of public companies and start-up business ventures since 1985. From 1982 to 1985, he was President of Dartco, Inc., a subsidiary of Dart & Kraft Inc., which was engaged in marketing and manufacturing of high-performance engineering plastics for consumer, industrial, and military uses. CHCR the news from Monday is pretty overlooked! TAMPA, Fla., Aug. 13, 2012 /PRNewswire/ -- Comprehensive Care Corporation ("CompCare" or the "Company") (OTC BB: CHCR), a leading behavioral health, substance abuse and psychotropic pharmacy management services provider for managed care companies throughout the U.S., today announced earnings of $1.7 million for the six months ended June 30, 2012. Earnings per diluted common share were $0.02. This compares to a $3.9 million loss in the first six months of 2011 and a $.07 loss per common share.
The Company announced that operating income for the first half of 2012 totaled $2.1 million compared to an operating loss of $3.1 million in the same period in 2011. While revenues for the first six months declined slightly from $36.8 million in 2011 to $36.0 million in 2012, the cost of revenues decreased 13.9 percent from $35.3 million in 2011 to $30.4 million in the comparable period in 2012.
"The cost saving measures we accomplished earlier this year, with mid-level and senior executives taking salary reductions, and some layoffs, combined with ending contracts that were not profitable for CompCare, are paying rewards. For the first six months of 2012, we were profitable, cash flow positive and were able to increase operating income and reduce our general and administrative expenses from $4.1 million in the first half of 2011 to $2.7 million for the comparable period this year," said Clark Marcus, Chairman and CEO.
"I am especially pleased that our pharmacy management contracts were up 18.9 percent, or $3.1 million, to $19.4 million in the first six months of 2012 compared to the previous year due to a 3.6 percent increase in membership and an 11 percent contract rate increase with the health plan we serve in Puerto Rico. We truly believe our strategies to reduce pharmaceutical costs for our clients will be a key element for our future growth," Mr. Marcus said.

CompCare continuously monitors network provider performance. Provider Profiling is used to review practice patterns, youth and family satisfaction, unusual incidents, etc. This is done through data analysis, random record reviews, time-specific Quality Management studies, Care Management comments/complaints about providers, and claims issues. If at any time, a member has a concern or is not satisfied with a provider's performance, CompCare addresses the issue with the provider or facility and requires a response from the provider. The Credentialing Committee can refer providers to the Peer Review Committee, which is comprised of network providers who address quality of care issues and make recommendations for action.
$CHCR Credentialing Review and Verification Process
At the time of initial application, potential providers are required to submit evidence to support current and accurate information to become credentialed providers. The Provider Selection Committee initially reviews provider applications. At this committee, CompCare will review résumés and site visits that have been conducted at the applicant's service location(s). Upon review, applications are forwarded to our NCQA certified Credentialing Verification Organization (CVO) for further verification. Applications are then returned to CompCare's Credentialing Committee for approval of those professionals that meet our standards. CompCare follows NCQA guidelines for credentialing and recredentialing providers.

Contracts are executed rapidly and the contracting process can be expedited when necessary through the use of a Letter of Agreement (LOA) within one business day. CompCare also has a One Time Agreement (OTA) process that can be used to assure the care of a member at a certain facility for one episode of care.
