Bicoastal Communications, Inc. Receives Approval from the State of South Carolina

GRAND JUNCTION, Colo.--(BUSINESS WIRE)--July 31, 2006--Bicoastal Communications, Inc. (Pink Sheets:BCLC - News) is pleased to announce that its Navacore Communications unit has been approved by the State of South Carolina to operate as a CLEC (Competitive Local Exchange Carrier) to provide both local and long distance telephone services throughout the State.

The addition of South Carolina will allow Bicoastal to directly reach more customers while at the same time lower overall operating expenses directly related to the Navacore business unit. It is Bicoastal's intention to add more under serviced population centers in the coming months.
