Though most involved would feel a sense of relief at calling a spade a spade. Are Americans aware that no response still counts as a response, leaving them complicit in actions they would surely find reprehensible? Right now Americans are worried about their dollars.

Terrorism is not an enemy...
An enemy is like a a leision, tumor, a boil on the face of society. It is something you can point at. An enemy is something you can surgically remove. It is something you can cut out with a sharp knife or crush with a hammer.
Terrorism is a disease. A virus which courses through the very vein of civility. In infects every extremety and eats away at the gut of civility. It rots and destroys from the inside out and seeks to kill the organism in which it lives.
The only way to deal with such a disease is to mobilize every defense in the system. To identify, locate and eventually destroy the root of the infection. The body can not, and will not, be healthy until every last cell of the invading illness has been destroyed and erradicated from the body.
Then, and only then, does healing begin.

A time to be vigilent...
One of the oft repeated questions in the last few days has been "Where did our intelligence break down?"
Those of us who have participated in this board over the last few days have seen several messages that had been placed on the Internet that were highly questionable and we have reported them to the authorities -- after the fact.
Would reporting those messages before the tragedy have made a difference? Probably not... but who knows. No doubt some are simply crackpots and idiots. However, others are not. We, as members of the electronic community need to keep our eyes open and be vigilent as we read the posts on the boards.
We need to understand that in this world there are countless people who have less than honorable intentions. There are those in our virtual community who are simply evil. Likewise, there are those who a, shall we say, less than stable and those who have very specific agendas.
It is a sad practice within this country to leave the burden of protection to the government. To shirk our responsibility as citizens and humans and then to subsequently pass the blame on to others.
The truth of the matter is that it is our individual responsibility to ourselves, our families, our communities and our freedom to accept personal responsibility for defending ourselves and our way of life.
This we can do with a minimal effort. We need only keep our eyes open for potential threats and bring those possibilities to the proper authorities when they are encountered. In so doing, we are not relying on our government to protect us, rather, we are assisting our government. As a citizen, that is entirely our responsibility.
As President Kennedy so succinctly put it: "Ask not what your Country can do for you. Ask what you can do for your Country."
The rhetoric and public sentiment over the last few days leaves no doubt but that we are headed into a war. This will not be a three day trouncing of some tactical target. It will not be a surgical air strike. It will not be conventional warfare as we have come to know it.
It will be long, drawn out and bloody. The enemies to civilization place no value on human life, civilitiy or morals. They have an agenda and they are willing to meet their maker in the effort to affect their mission.
These people are not crazy and they are not stupid. They are intelligent, well organized, commited and fanatical in their beliefs. They will stop at no end to achieve their goals and the civilized world will certainly face horrendous losses in their military, civilian populations, infrastructure and economies not to mention their way of life, sense of freedom and security.
It can not be denied that organized terrorism must be dealt with and erradicated. However, reality dictates that we must understand that in this endeavor we are playing into the hands of the terrorists. In seeking to destroy them, we sever to fuel their resolve and their hatred.
We must know and understand that we will be facing an enemy who is faceless and hiding in the shadows of our own back yards. That this enemy will not create battle lines and will not stand toe to toe with us in uniform. He will not put up an offensive and he will not defend a position.
This enemy will strike at our homes, our heart and our loved ones. He will target our will, not our military. He will seek to inflict the maximum collateral damage, not a tactical maneuver against a military force. His victims will not be pieces of military hardware and uniformed soldiers.
His goal will be to kill our mothers, our Grandparents, our children and our leaders. He will seek to do so in the most violent and vile manner. He will seek to break our will and our resolve by attacking our bleeding hearts. He will seek to bring our to our knees by revolting us.
We can not permit this to happen. We must realize that like it or not, we are now in day three of World War III -- This will not be a war like any that has come before. It is a global conflict that we can not now wrap our heads around.
It will be painful. It will be expensive. It will cost us dearly in countless ways. However, it is a war that must now be fought and it is a war that can have no surrender. There will be no unconditional surrender signed on an aircraft carrier. This war must, and will, go on until not just until the enemy has given up... this battle will wage until the enemy has been completely and utterly destroyed.
As citizens of a civil world, I do not know that we have the resolve to face such an epic and catastrophic event as we are now facing. However, it is coming and we must steel ourselves to have the resolve to endure the hardships and the losses it will entail.
As participants in and witnesses to these events, we must each do our part to ferret out the enemy. We must peer into the shadows, look around each corner and be ever mindful that our enemy does not wear a uniform, does not move in columns through the countryside and does not look you in the eye. We must do our part and can not ask our governments and our militaries to do it for us.
In this war, each and every person on the street and in their homes is a soldier on the front line.

Mayor Guiliani has just said there are now 4736 missing persons reports. As devastating as that number is, I hope that is closer to the truth than my prior post. It was also mentioned that there are still cell phone calls being made from beneath the rubble.
My neighborhood, southern Manhattan, has been closed since the attack. Only essential vehicles are allowed in and ID's are being checked by State Troopers and NYC police. I suppose that is giving up some "freedom" but it is worth it for the bit of peace of mind it provides. New Yorkers will stick together and survive this as all Americans will.....I have no doubt of that.

America is a great nation because we are the World... we represent every nation, every race and have the beauty of all the cultures of the world.
And besides so many Americans who's ancestors have come from other countries, have you noticed how many countries have lost citizens at the WTC? The terrorists struck a blow not only at Americans but at the world and it is very heartening to see so much support from around the world.
IMO, this isn't about one country against another or one culture against another... it's about the civiled world against terrorism.

Although I watched the horror of this tragedy unfold from my 14th floor terrace, the following is almost incomprehensible to me:

Don’t expect speedy results on the casualty count. The bombing of 1993 – which only destroyed several floors of one tower - took more than six months to clear.
The New York police and firemen were real heroes — who knew the risk of staying in the area of the buildings. The Port Authority source said fire and police officials put out an urgent call for Catholic priests, and several responded. Fire Department officials asked the Catholic priests to give firefighters and police entering or in close proximity to the buildings general absolution and the Last Rites, a sacrament Catholics accept before anticipating death. The priest told NewsMax's source that the police and firemen clearly understood their deaths were imminent as they continued their heroic rescue efforts...."

As millions of people are, I too am stunned by this horrific event. I pray for the victims, their families and friends. I also pray that my fellow Americans will remember our heritage and our commitment to maintain our freedoms, and will bond together - regardless of race, ethinicty, origin, etc. - to fight the true enemy. Let us not strike out at any of our fellow Americans who happen to share some heritage with the suspected terrorists, but not do not share the radical views expressed by these terrorists. These terrorists must be stopped, but let us not terrorize our own.
Pray for safety and peace, not only for us, but for the world as a community.

ÇáÃÑÏä (Star) - IT IS inevitable. Despite their best intentions, Americans, are going to find themselves physically part of the conflict in the Middle East. What will happen then, especially in light of the American convention of protecting their own? Even recently when a young man was accused of possessing and dealing drugs in Russia, he knew he could count on his President to whisper in the ear of President Putin for a get out of jail free card.
And now Israelis are hitting Palestinian-Americans in their continuing aggression. It was inevitable. Will President Bush come to their aid the same way he did for the American accused of drug crimes? It is curious to most outside the US, outrageous to others, that American citizens continue, day to day, to sit in their homes eating dinner, watching television and allowing the violence to continue in the Occupied Territories. How can Americans sit back and watch a people ‘targeted’ by weapons their very government supplies? Are they unaware they are financing this aggression? Haven’t Americans realized their silence makes them as much a part of this as their President and his ill-defined policies? Truth is, they don’t. Americans’ relation to the world is complicated. It is a complexity that is perhaps best understood in the Middle East, where complexity is a way of life. It is complicated by a media that sees its job as entertainer first and then as a very selective informer. It is complicated by a society that seems to value pop culture and the Weather Channel over global warming and the ill-effects of globalization. It is a nation of consumers whose power is unknown to them. Many live in a vacuum unaware of the brutality outside. And now, largely unbeknownst to them, they are playing a role in the way a war is being waged. It is not a declared war; to label it so changes political dynamics. Though most involved would feel a sense of relief at calling a spade a spade. Leitner, who reviews commercial license applications for exports of some of the most sophisticated military-related technology, thinks he knows the answer.
"The technology that would allow these terrorists to mask their communications was given away, hand over fist, by the Clinton administration," he said in an interview with WorldNetDaily.

AS THE United States prepares a strike force to carry out President Bush’s promise to hunt down its terrorist enemies, American troops around the world were put on full alert yesterday for a possible operation against the man suspected of masterminding the attacks on New York.
Osama bin Laden, the Saudi terrorist, is hiding in the mountains of Afghanistan, but America is now analysing every reconnaissance photograph, intelligence report and witness statements that might pinpoint his location. President Bush has left no doubt that America will respond to this “act of war”. He said no distinction would be made between the terrorists and those who harboured them.
Congressional leaders promised to support “whatever it takes” to prove that Americans would not be intimidated. But the Pentagon gave no hint yesterday of what forces would be used, where they would strike, or what preparations were under way.
The target will almost certainly be bin Laden’s training camps in Afghanistan, thought to be located near the city of Kandahar. Satellite observation can identify some of them, but it is impossible to be sure where bin Laden will be as he moves about every night, does not decide until the last hour where he will sleep and tells almost no one of his movements in advance.
President Clinton ordered a Cruise missile attack against bin Laden’s bases in Afghanistan in 1998, but the bombing had little impact on his ability to launch further terrorist operations. American intelligence has been tracking the elusive terrorist leader and is thought to have drawn up contingency plans to send commandos in to attack him. However, the operation would certainly cost many lives and there are no guarantees of success.
America will use elite forces for an operation that must be as devastating as it is precise. The most secure jumping-off point would be the US military base in Diego Garcia, the British archipelago in the Indian Ocean, which played a crucial role during the Gulf War. The base is manned with B-52 heavy bombers. Secure, fully manned and within striking distance of Afghanistan, it would be the logical base from which aircraft could operate.
Another option is Incirlik, the large Nato base in southern Turkey, which for the past nine years has co-ordinated US air patrols over Iraq.
America could also assemble a strike force in the Indian Ocean, from which missiles could be trained on targets.
There are also some American forces still in Saudi Arabia, but in the present heightened state of alert Washington would be unwilling to trust security in any host Muslim country.
General Colin Powell, the US Secretary of State, said in a television interview yesterday that Washington was not about to launch a military operation and that he did not yet know who was behind the attacks, but this was almost certainly a cover to give added surprise to whatever operation is planned. Strict secrecy has been imposed across all US troop movements, bases and military operations.
General Powell said that, sooner or later, the United States would take action against those held responsible. “They want us to act as if we are at war and we’re going to do that — diplomatically and militarily,” he said.

WASHINGTON -- Congress is moving quickly on the Bush administration's request for a multibillion-dollar down-payment to fight terrorism, and legislation authorizing force against terrorists is not far behind.
Some lawmakers wanted to go further: formally declare war on terrorists.
"I say, bomb the hell out of them," Sen. Zell Miller, D-Ga., said Wednesday. "If there's collateral damage, so be it. They certainly found our civilians to be expendable."
President Bush was expected to ask Congress on Thursday for $20 billion in immediate funds to help rebuild the damaged Pentagon, clean up the debris from collapsed buildings at New York's World Trade Center, reimburse federal and local governments for rescue efforts, and bolster security.
Lawmakers said they hoped to have the bill to Bush by Thursday, but Senate Majority Leader Tom Daschle said he doubted the measure could be approved in one day and said there was no final agreement on a dollar amount.
At the same time, a separate measure would authorize the administration to undertake military action under the War Powers Act.
While the thought of spending billions more this year and likely tapping into formerly untouchable Social Security reserves would have ignited a political firestorm just a week ago, lawmakers said Wednesday the request would be granted now.
"That debate is over at this point," said Sen. Richard Durbin, D-Ill.
"If we can't protect our national security, how can we protect Social Security?" Sen. Orrin Hatch, R-Utah, said.
Congress suspended its normal operations Wednesday -- a day after lawmakers were evacuated in the first mandatory evacuation ever of the entire Capitol complex -- and devoted the entire day to the terrorists who crashed hijacked jets into the twin towers of the World Trade Center and into the Pentagon.
The House and Senate broke during the day for closed-door briefings with Defense Secretary Donald H. Rumsfeld and passed a resolution condemning terrorism and expressing solidarity with the president in his determination to "punish the perpetrators of these attacks, as well as their sponsors."
The word "war" was on the lips of many lawmakers, who either called the attacks an act of war on the United States or called on Congress to declare a war of its own.
"America came face to face with undisguised evil," said Rep. Nick Smith, R-Mich. "These acts of war may have bloodied America, but America will remain unbowed."
"There is no such thing as a measured response to this horrific attack," said Rep. Shelley Berkley, D-Nev. "This act of war will be avenged."
Senators went further, suggesting that Congress formally declare war against terrorism, elusive terrorism mastermind Osama bin Laden _ who appears to be the top suspect in the terrorist attacks -- or any nation that harbors him.
"If we make a declaration of war, we're recognizing that a state of war exists, like Roosevelt did after Pearl Harbor," said Sen. Arlen Specter, R-Pa.
"We say to them, 'We're at war, turn him over to us or there'll be military consequences,' Specter said.
Hatch suggested a broader focus, saying bin Laden was "not worth that, but terrorism is worth a declaration of war, if that's what the Congress so chooses to do. That would give the president and the armed forces complete power to do what is necessary to win the war."
Sen. Larry Craig, R-Idaho, added that a war declaration would move the United States away from a criminal investigation footing with regard to the attacks to one geared more specifically to military action. "I believe that is the way the American people want to go," he said.
Other lawmakers called for caution. "I think we need to give ourselves a bit of time," said Sen. Byron Dorgan, D-N.D. "We need to take some dramatic action -- this is clearly an act of war -- but it's a different adversary and one without uniforms or geographical boundaries so I would want us to have a pretty good discussion to understand the ramifications on that."
"We've got to make sure when we retaliate, it's against the people who were involved in this terrorism and not just strike out blindly," said Rep. Dana Rohrabacher, R-Calif., a senior member of the House International Relations Committee.

ISLAMABAD, Pakistan, Sept. 12 -- Afghanistan's ruling Taliban militia, which is providing a safe haven for reputed terrorist Osama bin Laden, is bracing for an imminent U.S. attack, sending its top leader into hiding and repositioning its military hardware throughout the country, according to reports received today by Pakistani intelligence sources.
The radical Islamic movement's top leader, Mohammad Omar, has left his headquarters in the southern Afghan city of Kandahar and is in hiding, according to Pakistani military intelligence officials. In addition, the Taliban has begun moving artillery batteries, aircraft and other weaponry in anticipation of a U.S. strike, the sources said.
"We have definite reports that the Taliban are now preparing to meet a major U.S. military onslaught," a senior security official said in a telephone interview from the Pakistan city of Quetta, near Afghanistan's southern border. "There is a warlike situation inside the Taliban military installations inside Afghanistan."

Crashes will test airliners' black boxes

The devastating crashes of two airliners into the World Trade Center were an extraordinary test of the "black boxes" that may hold clues to the doomed jets_ final minutes.
The crashes of the two Boeing 767s combined a high-speed impact into a steel-and-concrete grid, a long, intense fire and hundreds of tons of crushing weight, circumstances never anticipated in testing, experts say.
"There_s really no way to tell what to expect in this," said Ted Lopatkiewicz, a spokesman for the National Transportation Safety Board.
Even if the two recorders carried by each plane are intact, investigators still must find the objects — not much larger than shoeboxes — in mountains of debris.
None of the recorders from Tuesday_s four jetliner crashes in New York, Washington and Pennsylvania had been recovered as of early Wednesday evening. At a news conference, New York Mayor Rudolph Giuliani held up color photos of the recorders to show what workers were looking for, and to inform the public in case someone came across them.
Experts said black boxes are designed to withstand crashes of the sort that occurred in Pennsylvania and at the Pentagon, and the prospects of finding those recorders intact are considered greater.
Airliners carry two recorders to provide clues in case of a crash. The voice recorder is designed to capture at least the last 30 minutes of cockpit conversation. The flight data recorder notes speed, altitude, engine activity and how other aircraft systems are operating.
The bright orange recorders weigh between 15 and 30 pounds. The newest models record sound and data on the equivalent of a computer hard drive. Older recorders use magnetic tape.
The recorders are in the tail of the aircraft to cushion them from a nose-first crash. Because they are relatively small and dense, they are often flung to the edge of the field of debris from a crash.
Current federal rules require that the devices withstand being engulfed for 30 minutes in a 2,000-degree fire, equivalent to the temperature of burning aviation fuel, and withstand a weight of 5,000 pounds for five minutes. Older recorders were held to a less-stringent heat standard.
Also, the recorders must be able to withstand stopping within 18 inches from a speed of 400 mph, a quality that is tested by firing the devices from an air cannon.
"This equipment is tested for very extreme conditions, and one would hope there is a chance they would survive" the Trade Center crashes, said Tom Crain, a spokesman for Honeywell Aerospace, a leading manufacturer of the devices.
Airlines sometimes replace the recorders during maintenance, so an older jet could have a state-of-the-art recorder, said Boeing spokeswoman Liz Verdier. The two jets that hit the Trade Center were built in the mid-1980s.
United Airlines, which operated one of the jets, declined Wednesday to give any information about the recorders in the airliners. American Airlines did not return a call seeking comment.
Lopatkiewicz said there have been cases where recorders were rendered useless by fire after a crash, but he knew of no case where a recorder was destroyed by impact.
NTSB officials said they could not recall a crash on land in the United States where the recorders were not recovered. However, in a 1992 crash in the Netherlands, where an El Al 747 cargo plane hit an apartment building, the cockpit voice recorder was never recovered. Dutch officials speculated that a souvenir hunter walked off with the device.

KABUL (Reuters) - Afghanistan's ruling Taliban movement said on Wednesday any U.S. strikes against the country in retaliation for Tuesday's terror attacks would succeed only in sowing hatred in the region.
Taliban spokesman Abdul Hai Mutmaen told Reuters from the southern Afghan town of Kandahar that U.S. strikes could lead to further suicide attacks.
``If innocent and sinless people suffer, then it is certain that on the level of the region, hatred will further increase, the result of which will be similar to the suicide incidents,'' he said.
Mutmaen repeated the Taliban position that the attacks, which saw two hijacked commercial jets plough into New York's World Trade Centre and another into the Pentagon (news - web sites), were a humanitarian tragedy and that Saudi terror suspect Osama bin Laden (news - web sites) was not involved.
``Once again we want to say that the present incident in America is a humanitarian tragedy and we are sad about it. We condemn it strongly and oppose terrorism,'' he said.
Concerned over a repeat of U.S. reprisals on Afghanistan that followed deadly 1998 attacks on U.S. embassies in Africa, the Taliban issued hasty denials that bin Laden, who they describe as their guest, was capable of mounting such a vast coordinated conspiracy.
Mutmaen called for patience as the investigation sought to catch those behind the deadly attacks and said -- as had been the case for around two years -- that bin Laden had no outside communication links.
``The ban which we had imposed on him is in place, he doesn't have access to fax, to phone, or any other means of communication,'' Mutmaen said.
He added the United States should be patient in its investigation and not jump to conclusions.
``In America, the circumstances of such an incident... should not be attributed with covered eyes and with illogical reasoning to somebody and neither its revenge be taken on an innocent nation,'' Mutmaen said.
The Taliban said earlier on Wednesday that it was premature to talk about extraditing bin Laden.
``It is premature,'' Taliban ambassador to neighboring Pakistan Mullah Abdul Salam Zaeef said. ``If any evidence is presented to us, we will study it.''
Mutmaen added that the Taliban and bin Laden should not be blamed for the terror attacks, but if there was a U.S. strike against Afghanistan it would fail as there were no worthy industrial targets in the poverty-stricken country.
A newspaper in Pakistan said it had received a message from Osama bin Laden that he was not involved.

I was asked to write an article on the recent events for a local publication. Here is an edited version....
The bombing of Pearl Harbor; the assassination of President Kennedy; the explosion of the Space Shuttle Challenger; the bombing of the Muhr Federal Building in Oklahoma City, and now the Terror in New York.
Of course, the common denominators in all of these events is that most of us remember exactly where we were and exactly what we were doing when we first heard about them, and they all, in their own way, brought Americans to their knees.
It is only natural that events such as these provoke an array of emotions in all of us, including anger, fear, desire for retaliation, compassion, and pride. What we, as a nation, have to be able to do is turn the anger and fear into compassion and pride, and trust our great President to handle the retaliation.
While we, in Cumming, GA, are hundreds of miles away from Washington DC, and even farther away from Manhattan, terrorism has its impact on us as well. We all watched intently on September 11, and we were all probably at least a little afraid. After all, what are we, as individuals, capable of doing when a madman commits an insane act?
There are three basic things each of us can do:
1) Pray and Give Thanks - Pray for our nation. Pray for the families impacted by this horrific act, and for those who were witness to it. Pray for our leaders. Give thanks that we have a president who will not stand for terrorism, and who understands that we cannot differentiate between the actual terrorists and those who harbor them. Give thanks that there were rescue squads and volunteers willing to risk their own personal safety, and in some cases their very lives, to help those in despair. Be especially thankful that we are working with a Bush-Cheney-Powell leadership team, and NOT a Gore-Lieberman-Reno team.
2) Volunteer - Give of yourself. If you can afford to do so, donate money to those organizations that are on the streets helping people. If you cannot afford to donate your money, donate your time by making phone calls on their behalf. If you are physically able, donate your blood. Give whatever and whenever you can, and encourage everyone you know to do the
same.
3) Be Cautious, but Above all, be STRONG - Do NOT let these terrorists force you to live your life in fear; to take away your freedom. Go back to work, go back to school, go back to your daily activities. If we in essence "shut down", we allow them to take our freedom. Too many people in too many
battles gave their lives for our freedom for us to EVER allow that to happen.

All of these events united Americans from coast to coast and created a stronger Nation. Afghanistan's ruling Taliban militia had placed alleged terrorist mastermind Osama bin Laden under house arrest in the wake of the suicide attacks on the United States, an Arabic online newspaper reported.
Quoting "fundamentalist Arab sources", Ilaf said the "Taliban have arrested Osama bin Laden before placing him under surveillance with several of his assistants," including the head of the Egyptian branch of Al-Jihad Ayman Al-Zawahri and bin Laden's military commander, Muhammad Atef Al-Makni.
"A number of Afghan fighters are under house arrest along with bin Laden," said the report late Wednesday.
But a diplomat at the Taliban's embassy in Abu Dhabi said he could not confirm the report.
"All we know is that he (bin Laden) is somewhere in Afghanistan, but we are not aware if he is under house arrest," the diplomat said.
Bin Laden and commander Atef have been indicted for the 1998 bombings of the US embassies in Kenya and Tanzania.
Bin Laden has emerged as the prime suspects in yesterday's kamikaze hijacked passenger jet strikes on New York and Washington.

There is talk the NYMEX and the CME are discussing listing 6 NYMEX contracts on the Globex2 electronic trading platform of the CME. I could not confirm this with any exchange personnel, but there was some test files being sent to some back office vendors for those contracts and a conference call with representatives of the Futures Industry Association and exchanges. The contracts listed would include Gold, Silver, Unleaded, Heating Oil, Crude Oil and Natural Gas. The contracts would not be fungible with NYMEX contracts, but would offer traders the ability to spread their risk, perhaps at reduced margin risk. I would think that some kind of future Exchange for Physical could be executed prior to last trading day, after the NYMEX begins trading again, to offset both sides of the open positions. That would create a virtual fungibility. Also, the talks centered around listing only the spot month.
I was a bit surprised by the NYMEX talks with the CME because of a story mentioning that the NYMEX was looking at starting trading again just on ACCESS. But the energy markets and metals are critical markets and it would not surprise me to see pressure put on the CME and NYMEX by member firms of both exchanges put pressure on the CME to list the contracts. The CME Globex2 has the widest distribution of trading screens of any of the U.S. electronic markets. Thus, listing them on Globex2 would give them the broadest distribution to the retail and institutional market. The closed ACCESS environment, without API connectivity like Globex2, a/c/e, Eurex and LIFFE, would be a bottlenecked system. There would be efficiency problems as clerks with ACCESS terminals try to enter all the orders. Thus, the best way to quickly get a broad distribution would be Globex2.
Additionally, I am told that many of the ACCESS terminals were in offices in the World Trade Center. And, the off-site terminals were all routed through an AT&T communications hub in the WTC complex. Also, there is a question whether the off-hours ACCESS electronic matching engine would be able to handle the demands or regular hours trading. I am told there will be further discussions between the CME and NYMEX again tonight, and then later the FIA group will be briefed on the outcome. There will be no NYMEX trading tomorrow, one way or another, I am told.

The following is excerpted from the fatwa, or edict, of February 1998, issued by Osama bin Laden, whom U.S. National Security Advisor Samuel Berger calls the "most dangerous nonstate terrorist in the world." U.S. investigators have focused on Bin Laden as the most likely suspect behind the coordinated bombings of the U.S. Embassy buildings in Nairobi, Kenya and Dar es Salaam, Tanzania in August of 1998. At least 250 people --including 12 Americans -- and injured more than 5,000 in Nairobi. Ten people died in an almost simultaneous explosion at the U.S. Embassy in Dar es Salaam.
For more than seven years, the United States has been occupying the lands of Islam in the holiest of places, the Arabian Peninsula, plundering its riches, dictating to its rulers, humiliating its people, terrorizing its neighbors and turning its bases in the peninsula into a spearhead through which to fight the neighboring Muslim peoples.
The best proof of this is the Americans' continuing aggression against the Iraqi people, using the peninsula as a staging post, even though all its rulers are against their territories being used to that end, but they are helpless.
...These crimes and sins committed by the Americans are a clear declaration of war on God, his messenger and Muslims. And ulema [Muslim scholars] have throughout Islamic history unanimously agreed that the jihad [Holy War] is an individual duty if the enemy destroys the Muslim countries.
On that basis, and in compliance with God's order, we issue the following fatwa to all Muslims:
The ruling is to kill the Americans and their allies is an individual duty for every Muslim who can do it, in order to liberate the Al Aqsa mosque [Jerusalem] and the Holy Mosque [Mecca]... This is in accordance with the words of Almighty God...
We call on every Muslim who believes in God and wished to be rewarded to comply with God's order to kill the Americans and plunder their money wherever and whenever they find it.

The Bush administration moved aggressively yesterday to lay the diplomatic and military groundwork for a possible strike against Osama bin Laden and his supporters in Afghanistan, winning an unprecedented NATO commitment of support and pressuring neighboring Pakistan for intelligence and logistical backing.
As dawn was breaking on the first day after the gravest terrorist assault in American history, President Bush and his top diplomats were already lining up support across Europe, the Middle East and Asia for a response that they said would not just apprehend the attackers but retaliate against any countries behind them.
Secretary of State Colin L. Powell spoke early in the morning with NATO Secretary General George Robertson and by the end of the day had won a declaration committing the allies to back an American military reprisal. Powell said the declaration would "tee up" the invocation of the NATO charter's mutual defense clause for the first time in the alliance's 52-year history, assuring the United States of overflight rights and other forms of support if the administration concluded the terrorist attacks came from abroad.
After a morning meeting with his national security advisers, President Bush called the attacks on the World Trade Center and Pentagon "acts of war." Congress swiftly adopted a joint resolution that officials from both Capitol Hill and the administration said freed the White House from having to seek a formal declaration of war.
U.S. officials also began high-level meetings with officials from Pakistan to insist on their help in tracking the attackers and aiding a retaliatory strike. The Pakistan government has long had the close ties with the Taliban movement in Afghanistan that shelters bin Laden. "The message to Pakistan is: there's clearly a worldwide momentum right now to stand up and be counted. Whose side are you on on terrorism?" a senior State Department official said.
Powell said he had already held several conversations with leaders from Saudi Arabia, who would have to give the go-ahead for the United States to use their crucial bases as staging grounds for any move against bin Laden. But he left unclear whether he had secured Saudi agreement. "If they can be helpful in finding those who may be responsible, we will expect that help and we will express that very, very clearly," Powell said.
