The Rasmussen Reports daily Presidential Tracking Poll for Friday shows that 25% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as president. Forty-six percent (46%) Strongly Disapprove, giving Obama a Presidential Approval Index rating of -21 (see trends).
These results are based upon nightly telephone interviews and reported on a three-day rolling average basis. As a result, more than two-thirds of the interviews for today’s update were conducted after the president’s speech to the nation. Tomorrow’s update will be the first based entirely upon interviews conducted after the speech.
The Presidential Approval Index is calculated by subtracting the number who Strongly Disapprove from the number who Strongly Approve. It is updated daily at 9:30 a.m. Eastern (sign up for free daily e-mail update). Updates are also available on Twitter and Facebook.
Overall, 41% of voters say they at least somewhat approve of the president's performance. That’s the lowest level of approval yet recorded for this president. Fifty-eight percent (58%) now disapprove.
Seventy-six percent (76%) of Democrats approve of the president’s performance. Eighty-five percent (85%) of Republicans disapprove along with 72% of unaffiliated voters.
President Obama’s numbers have typically bounced following a national television event. Generally, they bounce up a little. Once, following a press conference, they went down. In all cases so far, the bounce has lasted a week or so and then faded.
Thirty-three percent (33%) say the president is doing a good or an excellent job handling the Gulf oil spill. Forty-six percent (46%) say he’s doing a poor job.
The Rasmussen Reports Media Meter shows that media coverage of President Obama has been 39% positive over the past week. Since the passage of the health care law, coverage has ranged from a high of 60% positive to a low of 39% positive.

AOL News (June 15) -- A California construction worker armed with a pistol, a 3-foot-long sword and night-vision goggles has been arrested roaming northern Pakistan on a self-described solo mission to kill Osama bin Laden, Pakistani officials said today.
They identified the man as 52-year-old Gary Faulkner, who told investigators he's been to Pakistan seven times. He apparently has no connection to the U.S. military.
"We initially laughed when he told us that he wanted to kill Osama bin Laden," police officer Mumtaz Ahmad Khan told The Associated Press. But then when authorities found his sword and night-vision gear, "our suspicion grew," he said.
Pakistan's Dawn News quoted investigators as saying Faulkner told them he was trying to cross the border into Afghanistan on "a mission to decapitate Osama bin Laden."
Faulkner carried a book with Christian verses and teachings, Khan said.
When Faulkner was asked why he thought he could catch bin Laden, Khan told AP he answered: "God is with me, and I am confident I will be successful in killing him."
Faulkner, who suffers from kidney problems and high blood pressure, arrived as a tourist in the Chitral district, checked into a hotel and received a security escort, Agence France-Presse reported, citing police.
"On Sunday night, our security guard noticed that Gary had disappeared. A search operation was launched and we found him 14 kilometers [nine miles] short of the Pakistan-Afghan border. He was trying to enter Nuristan," Khan told AFP.
"He said 9/11 caused colossal losses to the U.S., therefore he wanted to locate Osama bin Laden and his friends," said Khan, describing Faulkner of sound mind.
It's the first known case of an American arrested in Pakistan for allegedly trying to fight against Islamic militants there. There have been several high-profile cases of Americans accused of trying to connect with Taliban or al-Qaida militants to join the fight against U.S. troops in neighboring Afghanistan.
Faulkner was picked up by police in Pakistan's northern Chitral region late Sunday, on suspicion of trying to cross the border into Afghanistan illegally. He hasn't been charged, and is being questioned today by intelligence officials in Peshawar, northern Pakistan's largest city.
Chitral is one of several remote, mountainous tribal areas where the al-Qaida chief is rumored to be hiding.
Faulkner had been in Chitral for 10 days before vanishing, AFP said. "Gary said he bought his pistol locally and the rest of the equipment from California, but there was no entry for this equipment on his travel documents," Khan told AFP.

Gautreaux and Chabert Stand Up For Terrebonne
BP has given the State of Louisiana $25M in grant money to diffuse the costs of spill related expenses. On Thursday, members of Louisiana's coastal legislative delegation were informed a mere $3M of the $25M has been spent. BP has also created a grant to promote tourism attractions threatened by the spill. There are a few things going on here; but the one thing missing is aid to our coastal parishes. What is going on with this money?
Senator Butch Gautreaux, D-Morgan City asked the same question. The Times-Picayune quoted Gautreax saying, "Why is Governor Jindal holding on to that money? I think he needs to explain." While Jindal is not quoted as having responded to the Senator's question, his spokesperson Melissa Sellers had quite a bit to say: "Working directly with BP is the best way to ensure that parishes are paid quickly," she said. "We stay in constant communication with parish leaders every day to ensure their needs are met, and we have told BP and the Coast Guard that we expect them to directly work with parishes to fund their expenses in order to reduce the amount of time for approving their requests." Sellers states that the Jindal Administration is in "constant communication" with parish leaders, yet goes on to say that BP officials have agreed to contact parish officials to address additional financial needs.
BP has already given the State of Louisiana $25M for oil clean-up expenses and communicates with coastal parish leaders on a daily basis. Now members of our legislative delegation are requesting portions of that money be transferred to affected parishes. Even though Louisiana has possession of the funds, the state's response is to contact BP. It seems abundantly clear that the State of Louisiana has no intention of handing over any of that money to Terrebonne Parish. Senator Chabert, D-Houma, was also present at the meeting with BP officials. Senator Chabert expressed frustration with the immediate availability of funds, saying, "They want to do so much, whether it's a big project or a small project, but they are frustrated because the money they need isn't being afforded them in a timely fashion."
Gautreaux and Chabert are doing everything they can to streamline these funds to coastal parishes, but the State of Louisiana seems to want to keep these funds. $5M of the $25M BP gave Louisiana was transferred to the Louisiana State Attorney General's Office. These funds are being used to help offset the cost of litigation against BP although the Louisiana Attorney General's Office has yet to identify who they will be filing suit against or when the suit would be filed. In the meantime, coastal parishes will get none of those funds from BP.
Louisiana has every reason for filing suit against BP, but why are we not using those funds to help mitigate the very losses we intend to file suit and seek damages for? Terrebonne Parish has 65 miles of coastal frontage and the state has decided to keep that money for themselves. Voice of Terrebonne is extremely satisfied to see our local legislators fighting to voice our concerns. We encourage citizens to visit the Our Action page and write, email, or call other local officials to voice your concerns on this issue. Change will only begin when citizens stop accepting second-class status and start demanding first-class efforts.

Lawmakers: Afghan leader threatens to join Taliban
KABUL – Afghan President Hamid Karzai threatened over the weekend to quit the political process and join the Taliban if he continued to come under outside pressure to reform, several members of parliament said Monday.
Karzai made the unusual statement at a closed-door meeting Saturday with selected lawmakers — just days after kicking up a diplomatic controversy with remarks alleging foreigners were behind fraud in last year's disputed elections.
Lawmakers dismissed the latest comment as hyperbole, but it will add to the impression the president — who relies on tens of thousands of U.S. and NATO forces to fight the insurgency and prop up his government — is growing increasingly erratic and unable to exert authority without attacking his foreign backers.
"He said that 'if I come under foreign pressure, I might join the Taliban'," said Farooq Marenai, who represents the eastern province of Nangarhar.
"He said rebelling would change to resistance," Marenai said — apparently suggesting that the militant movement would then be redefined as one of resistance against a foreign occupation rather than a rebellion against an elected government.
Marenai said Karzai appeared nervous and repeatedly demanded to know why parliament last week had rejected legal reforms that would have strengthened the president's authority over the country's electoral institutions.
Two other lawmakers said Karzai twice raised the threat to join the insurgency.
The lawmakers, who spoke on condition of anonymity for fear of political repercussions, said Karzai also dismissed concerns over possible damage his comments had caused to relations with the United States. He told them he had already explained himself in a telephone conversation Saturday with Secretary of State Hillary Rodham Clinton that came after the White House described his comments last week as troubling.
White House spokesman Robert Gibbs said reports Karzai threatened to abandon the political process and join the Taliban insurgency if he continued to receive pressure from Western backers to reform his government are troubling.
"On behalf of the American people, we're frustrated with the remarks," Gibbs told reporters.
The lawmakers said they felt Karzai was pandering to hard-line or pro-Taliban members of parliament and had no real intention of joining the insurgency.
Nor does the Afghan leader appear concerned that the U.S. might abandon him, having said numerous times that the U.S. would not leave Afghanistan because it perceives a presence here to be in its national interest.
Karzai spokesman Waheed Omar's phone was turned off and another number for him rang unanswered Monday. Deputy spokesman Hamed Elmi's phone rang unanswered.
The comments come against the background of continuing insurgent violence as the U.S. moves to boost troop levels in a push against Taliban strongholds in the south.
NATO forces said they killed 10 militants in a joint U.S.-Afghan raid on a compound in Nangarhar province's Khogyani district near the Pakistani border early Monday, while gunmen seriously wounded an Afghan provincial councilwoman in a drive-by shooting in the country's increasingly violent north.
NATO also confirmed that international troops were responsible for the deaths of five civilians, including three women, on Feb. 12 in Gardez, south of Kabul.
A NATO statement said a joint international-Afghan patrol fired on two men mistakenly believed to be insurgents. It said the three women were "accidentally killed as a result of the joint force firing at the men."
International force officials will discuss the results of the investigation with family of those killed, apologize and provide compensation, he said.
The two men killed in the Gardez raid had been long-serving government loyalists and opponents of al-Qaida and the Taliban, one serving as provincial district attorney and the other as police chief in Paktia's Zurmat district.
Their brother, who also lost his wife and a sister, said he learned of the investigation result from the Internet, but had yet to receive formal notice.
Mohammad Sabar said the family's only demand was that the informant who passed on the faulty information about militant activity be tried and publicly executed.
"Please, please, please, our desire, our demand is that this spy be executed in front of the people to ensure that such bad things don't happen again," Sabar said.
In the latest of a series of targeted assassination attempts blamed on militants, Baghlan provincial council member Nida Khyani was struck by gunfire in the leg and abdomen in Pul-e Khumri, capital of the northern province, said Salim Rasouli, head of the provincial health department. Khyani's bodyguard was also slightly injured.
There was no immediate claim of responsibility for the shooting, although suspicion immediately fell on Taliban fighters who often target people working with the Afghan government and their Western backers.
One month ago, a member of the Afghan national parliament escaped injury when her convoy was attacked by Taliban insurgents in eastern Afghanistan. Female government officials regularly report receiving threats to their safety. Some women leaders, including a prominent policewoman, have been assassinated.
The Taliban rigidly oppose education for girls and women's participation in public affairs, citing their narrow interpretation of conservative Islam and tribal traditions. Militants, who are strongest in the south and east, carry out beatings and other punishments for perceived women's crimes from immodesty to leaving home unaccompanied by a male relative.
Also Monday, the organizer of a national reconciliation conference — known as a jirga — scheduled for early May said it would not include insurgent groups such as the Taliban. There has also been indications it would include discussion of the withdrawal of 120,000 foreign troops in the country.
Ghulam Farooq Wardak, the minister of education who is organizing the conference, said it will focus on outlining ways to reach peace with the insurgents and the framework for possible discussions.
Out of the jirga will come the "powerful voice of the Afghan people," Wardak said. "By fighting, you cannot restore security. The only way to bring peace is through negotiation."

The "family values" Republican National Committee spent almost $2,000 last month at an erotic, bondage-themed West Hollywood club, where nearly naked women - and men - simulate sex in nets hung from above.
The RNC's risqué business expense covered a night out at the high-end S&M club Voyeur Feb. 4, Federal Election Commission records filed by the RNC show.
A red-faced party spokesman insisted yesterday that party head Michael Steele - already under fire for running up outlandish expenses - was not among the revelers.
"The chairman was never at the location in question he had no knowledge of the expenditure, nor does he find the use of committee funds at such a location at all acceptable," said RNC spokesman Doug Heye.
Party officials refused to clarify how anyone at the RNC could have found the expense appropriate. The right-leaning blog, RedCounty.com, reported that the outing was part of an RNC push to recruit local "eagles," the party's honorary tag for young, big-ticket donors.
The dark, leather-heavy club features a net hung above the bar where topless performers - dressed in little more than masks and bikini bottoms - writhe above the heads of clubgoers. The Voyeur scene has drawn such A-listers as bad girl Lindsay Lohan and pop diva Lady Gaga.
One recent patron wrote in an online review: "There are topless 'dancers' acting out S&M scenes throughout the night," adding she was "stopped dead in my tracks to watch two girls simulating oral sex in a glass case."
At least one night a week, the dancers are all male, although the RNC hoedown appeared to be a ladies' night. West Hollywood is the heart of the L.A.-area gay community.
Heye conceded that the RNC had reimbursed an unnamed, "noncommittee staffer" for the naughty night. That appeared to be California Republican Erik Brown, 33, a marketing exec who has worked for the National Rifle Association and the Orange County GOP.
Last fall, he tweeted about catching an NFL game with Steele.
Last night, RNC officials released a statement that seemed to defend Brown as "a loyal GOP donor" and cast the blame for the Voyeur outing on the "improper request" of an unidentified RNC staffer - who has since been axed by the committee.
Brown didn't return calls and e-mails seeking comment yesterday, but FEC records showed that the RNC reimbursed him $1,946.25 on Feb. 4 - the same amount the RNC reported spending at the club that day.
After the story broke on The Daily Caller, a Web site headed by conservative Tucker Carlson, the RNC said it had asked for its money back. A Republican source said Brown has agreed.
The kinky episode come at a time when Steele is already under fire from some big-time donors for his high-flying ways.
A recent analysis by Politico.com found that under Steele, RNC spending on private jets had doubled, limo trips had tripled and meal expenses jumped from $306,000 to $599,000 compared with the same period in 2005.
Revelations about the party's latest bills did nothing to help Steele's standing. Prominent GOP officials were relieved to hear Steele was not at the club, but some shook their heads in disbelief that the RNC signed off for the tab at Voyeur.
"You would have thought," said a top GOP source, "they would have noticed that before they filed it."

According to Electronic Frontier Foundation (EFF) the law dramatically expands the ability of states and the Federal Government to conduct surveillance of American citizens. The Government can monitor an individual's web surfing records, use roving wiretaps to monitor phone calls made by individuals "proximate" to the primary person being tapped, access Internet Service Provider records, and monitor the private records of people involved in legitimate protests.
PATRIOT is not limited to terrorism EFF writes on their web site. They point out that the Government can add samples to DNA databases for individuals convicted of "any crime of violence." Government spying on suspected computer trespassers (not just terrorist suspects) and all of this and more requires no court order. Wiretaps are now allowed for any suspected violation of the Computer Fraud and Abuse Act, offering possibilities for Government spying on and monitoring any computer user's searches, e-mails and in fact record every stroke on any computer.
Foreign and domestic intelligence agencies can more easily spy on Americans. Powers under the existing Foreign Intelligence Surveillance Act (FISA) have been broadened to allow for increased surveillance opportunities. FISA standards are lower than the constitutional standard applied by the courts in regular investigations. PATRIOT partially repeals legislation enacted in the 1970s that prohibited pervasive surveillance of Americans.
PATRIOT eliminates Government accountability. While PATRIOT freely eliminates privacy rights for individual Americans, it creates more secrecy for Government activities, making it extremely difficult to know about actions the Government are taking.
PATRIOT authorizes the use of "sneak and peek" search warrants in connection with any federal crime, including misdemeanors. A "sneak and peek" warrant authorizes law enforcement officers to enter private premises without the occupant's permission or knowledge and without informing the occupant that such a search was conducted.
The Department of Justice, with little input from Congress and the American people, is developing follow-on legislation - the Domestic Security Enhancement Act (nicknamed Patriot II) -- which would greatly expand Patriot’s already sweeping powers.
The federal government has turned American freedoms into a world wide mockery with their unchecked spying on ordinary Americans, part of a broad pattern of the executive branch using "national security” and or “suspected terrorism " as an excuse for encroaching on the privacy and free speech rights of Americans without adequate oversight. As written the act violates due process for all Americans. All the president has to do is call a citizen an “enemy combatant,” and the person’s due process rights disappear. The US Government says that U.S. citizens can be detained and then tried in secret trials - in absentia, and can use secret evidence that the accused cannot see or challenge. You should be very uncomfortable with the collection of your records by the governmentwhich are using the Patriot Act to demand your social security number and other private financial or medical information by order of secret courts and the muzzling of those citizens who receive such orders from speaking publicly about them. This is a violation of both the 1st and 4th amendment. You should also oppose the collection of both private and business records by banks, pharmacies and other businesses which are using the Patriot Act to demand your social security number and other private financial or medical information.
Criticism of former President Bush's admission that he had received warnings only weeks before September 11th has made it more important to understand the origins of the act. There has never been a more urgent need to preserve fundamental privacy protections and our system of checks and balances than the need we face today. As illegal government spying, provisions of the Patriot Act and government-sponsored torture programs transcend the bounds of law and our most treasured values in the name of national security and just the allegation of suspected terrorist activity be it true or not.

Financial Transactions
The sections of the Patriot Act that deal with financial transactions fall under Title III, which is also known as the International Money Laundering Abatement and Financial Anti-Terrorism Act of 2001. It stands on its own as a separate act of Congress as well as being part of the Patriot Act, and is an amended version of the 1986 Money Laundering Control Act and the 1970 Bank Secrecy Act. The earlier acts tended to focus on preventing money laundering and international cash flow as it related to the drug trade, or to gambling, smuggling, and other types of criminal activity. In the 2001 version, the focus has shifted towards money laundering as a means of financing international terrorism.
The current act encourages financial institutions to collect certain data to identify customers and their transactions in case any of the activity should be flagged as “suspicious” by a government agency. “Suspicious” in most cases means involving any foreign nationals or corporations. The Patriot Act considers any such accounts or transactions worthy of intense scrutiny. (Although the scrutiny will, of course, be more severe for certain nationalities than for others.)
What if you are a US-born, US citizen, do not have any arrest record, and are not involved in any type of criminal activity? If you’d just like to open a bank account or engage in another banking transaction, can a bank force you to provide your social security number? How about fingerprinting you? Is either of these strictly required by law? Not exactly – although if you do not wish to provide your social security number you will have to obtain an alternate taxpayer identification number. This information (along with your name, address, and date of birth) is used as part of the required Customer Identification Program (CIP) used to verify customer identity (and to compare customer information with lists of known terrorist suspects). Such information may also be required by other money service businesses such as currency exchanges. All having the effect of the financial institution acting as agent to and for the US Government.
Fingerprints are not a requirement of the Patriot Act, and they are certainly not required by all financial institutions – so if your bank insists on this procedure, you may wish to take your business elsewhere.
Cash Transactions
Cash transactions are certainly not prohibited, but they bring more government scrutiny, and they are now more inconvenient for certain vendors to process. If you deposit, withdraw, or make a purchase involving more than $10,000 in cash in one day, the other agency involved has to file a Currency Transaction Report (CTR) with the IRS that reports details such as your name, address, and taxpayer identification number.
If you purchase over $3,000 of traveler’s checks, money orders, or cashier’s checks, such a transaction will also be reported to the IRS via a Monetary Instrument Log (MIL). And should you engage in any activity that indicates you may be engaged in money laundering or otherwise violating the law, your transaction may even trigger your being put on the no fly list and on the Suspicious Activity Report (SAR). The SAR will be filed without your knowledge – it is, in fact, against the law for you to be informed of the SAR as your knowledge would compromise the subsequent investigation.
If you want the Patriot Act to be repealed you should immediately write your Congressperson and express your concerns, if you and millions of others don’t America’s leadership in freedom and our own freedoms and liberties will be a thing of the past.
