Reviews are done by U.S.District Court judges..Payne is a Magistrate judge...

as an example---Judge Payne issued the claims construction Memorandum...Calypso objected to it---that objection was reviewed and denied by Judge Gilstrap--a U.S District court judge(a step up the food chain)...
