From the Annual Report for Year ending August 31, 2017, NECA reported similar OS to what you have listed as of 10/25/2017, but referred it to 12/1/2017, the date of filing the report.

Essentially, no dilution between 10/25 and 12/1:

Total Shares Authorized: 4,900,000,000 shares of common stock as of 12/1/17
Total Shares Outstanding: 3,225,475,129 shares of common stock as of 12/1/17
