Each city in the state of California that has PASSED city ordnance permitting cultivation issues a licenses per that City/ County, then once thats done, you will be able to grow while applying for the state licenses which will be issued AFTER Jan 1, 2018,,,

btw- How is TRTC and ALL others in California growing if licenses are not yet available in California ...SMH !! lol

STATE Licenses Wont Be Issued Until Jan. However, Municipalities and Cities Currently, and Have Been Issuing Them for Quite Some Time.
