Just to clarify the OTCQB certification - This not an application to up list to the OTCQB Tier on OTCMarkets.

GRCK got behind in its filings for 2016. They filed their 10K for fiscal year end 2016 on April 17,2017 and then immediately filed the application with OTCMarkets on that same day to regain/maintain their OTCPink Current information Tier. After almost six months of review, their application was approved.

If they fall behind in their filings/disclosures for 2017, they will once again have to file an application with OTCMarkets to regain their certification.
