I really think they will.

They made to move to Oregon before anyone else from Canada did.

Things did not work out well in Marion County, Oregon.

Now...the 4 new Dispensary's are up and running from Chalice farms:

Golden Leaf has been in expansion mode, having acquired cultivation and extraction licenses in Nevada in March.

Maybe they don't have the money to make a move on California projects?
