Incorrect -

7. Low float of 696m as of 3-31-17 per OTV and no increase in float or OS since 2015

OS is 1.055 BILLION
There are only around 22M restricted shares.
So the float is around 1.033 billion.
The OS has not increased since April 2016 because Arrayit has not allowed Iconic to convert their $781K loan.
