I've worked for a large construction company for years and built some big projects. We always had a finish date and the construction company would get fined and penalized if project wasn't done before finish date. The banks or lenders DO NOT like it when project is not finished on time. Big fines. GLTY

They have built a similar 50,000 barrel per day refinery in South America like this one already that is still there...I would tend to think they know how long it would take here in the US and what to expect since they have already done this at least once before building the one in South America
