It was clearly stated by the Son that the $ACTCD doctors diagnosed a film covering the 20/800 eye to be treated and a very slight cataract. The father was told that the film had to be removed by his own doctor as the $ACTCD doctors needed to visually track the RPEs after they were injected.
It was determined that the surgery would be classified as Ocular and that a 3 month wait was required by the Clinic Inclusion criteria and a new examination. A cataract removal would have req'd a 12 month wait, required by the Clinic Inclusion criteria, so apparently it was never done for the "slight cataract" or considered a non-issue.
After 4 months wait, the Cowboy was re-examined and his vision remained at 20/800 despite the film being removed. The $ACTCD team then decided there was no improvement from the film removal and proceeded with the RPEs injection.
