There is nothing "illegal" about someone else using the name if there is no recognized registered international (or local) copyright or trademark for it where it is being used and/or the owner is unable or unwilling to protect it -- to wit, a copyright, trademark or patent is only as good as the owner's ability and willingness to defend and protect it. The copyright simply gives you the legal right to do so (within a prescribed time, lest you lose those rights). I should know, I have several patents and copyrights and have gone through this exercise myself defending my stuff.

Furthermore, I don't see any mention in the news release that the "Urbee" is going to be sold in the US or Canada. It seems mostly a Chinese deal:

"...a city utility fleet EV targeting Chinese city municipal vehicles and local city commuters..."

So, there is probably no infringement. In any case, all they need to do is simply re-label it and call it something else, anyway, if they want to sell it in the US or Canada or anywhere else on this earth where the "Urbee" mark is registered, recognized and protected. Presto, problem solved, which is not an uncommon thing to do.
