According to the PR the company is accelerating and starting the buyback when the team returns from Panama:

So if phase 1 is coming when they get back, then would they want it to go sideways or even down for a bit? Market cap is 4.68M so they can buyback over half the shares for 2.5M at today's opening price? The distributing order with Nor Cal is upwards of 1M, so that could finance phase 1 (10% buy-back) at current levels.
