I have had this happen before and had to call the broker and complain and then the order went through. The other thing that has worked every time is to put your order in one tick higher than the ask. For some reason, it almost always gets me filled at the actual ask, not one tick higher.

By the way, what is the bid and ask? My level two shows no participants.
