It's like this. There is a mine. There is an owner to the mine. There is zero cash required to say PIPI has mineral rights to this mine. That's the simple part that clever penny stock people can use to fuel rumors. Now for the reality part. There is no equipment at this mine to actually do any mining. Thee is no access to this mine for said required equipment that isn't there. The cost would likely be in the millions to rebuild infrastructure like a road to provide access. A company that has no money to mine certainly doesn't have any money for needed improvements before they could mine. It exactly like you getting rights to mine on the moon. Problem is you can't afford a rocket.
