They refer to the listing status of the particular ticker on OTCmarkets.com. They aren't acronyms from or for iHub, they are just abbreviations of listing status

(CE) Caveat Emptor
(PN) No information
(PL) Pink Limited
(PC) Pink Current
(QB) is a higher tier
(QX) the highest
