I agree with you. The price movement of a stock is not a factor in determining if a stock is a scam or not. It is the behavior of management that one needs to examine. However, the stock movement will be influenced by the behavior of management. Scams, little by little, lose volume and become increasingly volatile as they descend in price to ultimately zero and delisting. But that will also happen to the stocks of poorly manage companies that are unable to produce goods and services for a profit.
