My answer: no they do not have to buy each of the listed R3000 equities separately. They have discretion regarding which companies to invest in.
Barclays holds 3,963 positions total. Their investment in PPHM is valued at 6,028,000 according to their 9/15 filing from nasdaq.com, with a market cap of $30M. Just above that in value is Donegal Group, Inc. with a market cap of $89M and above that one is Gladstone Commercial Corp with market cap of $78M. Sterling Construction Company with a market cap of $134M is just below PPHM. Then below that is Agrium Inc. with market cap of $8,577M. So we can see right off that the amount they invest in any particular company is according to their discretion. Otherwise, they would not have more money invested in PPHM than in Agrium with a market cap $8,500M greater than PPHM. They also increased the value of their holdings in PPHM by 17.75%. I'm not going to chase down each and every institution that has invested in PPHM but you can see with this first one, they are not doing what they do because someone is forcing them to buy PPHM.
I think this is one of those LOL moments. LOL, LOL, LOL. Such ignorant ill intended rhetoric.
