R they planning to upgrade to OTCQX, etc later on...R they planning to apply for Gov't support/funding etc. ex: Gov't $$$ for R/D~, Gov't subsidy, special tax-break or bracket or support for co. that endorse or specialize in green technology, etc.

It could be: They are trying to get big attention from big auto manufacturers, which specialize in trucks & commercial trucks...ex: Volvo, Mercedes Benz, Honda, etc. Hoping for a big buy out from those co. later on...or hoping for a buy out from big corporations which like to diversify assets, examples: GM, IBM, Bank of A, Berkshire Hathaway, etc.
