Thanks to Mr. Keeney for this reply.

Very good reply in particular considering the restraints under which he is operating.

Just to be clear the last paragraph was a response to a question regarding the multiple reports that the Chinese had pulled out of the JDZ which IMHO was not very satisfactory and we have been hearing those talking points for the last 2 years !!

In case anyone is still of the opinion that nobody is watching note the statement in bold print !

Thank you for your note. I recommend that you review the quarterly Form 10-Q filed by ERHC Energy with the SEC. Here is a link -
www.sec.gov/Archives/edgar/data/799235/000114036113032090/form10q.htm. We also issued a news release on 10/9 (http://erhc.com/news/erhc-energy-inc-ceo-presents-at-the-africa-oil-gas-summit-2013/) as well as a statement on 10/4 that included information about the FTG survey and the status of negotiations with a potential farm-in partner.
Since you are a prolific poster online, I want to clarify and/or correct a few of your statements:

- ERHC is in negotiations with a JV partner for Kenya Block 11A. As stated in Company communications, the negotiations are going well. The Company entered into a letter of intent earlier this year that sets the rules for these negotiations, among which is a strict confidentiality requirement. ERHC is upholding its agreement and will not provide updates on negotiations unless and until an definitive agreement is reached and the necessary government approvals are secured.

- The Company has disclosed that planning continues for the FTG survey. While ERHC had expected that the Bell Geospace would fly the survey during the summer, we did note that a number of contingencies could affect those plans, which did indeed happen.

- ERHC has completed negotiations on PSCs related to both EEZ Blocks 4 and 11. As is standard in countries that are not English speaking, the process is to have the documents translated (in this case to Portuguese) and then reviewed by both parties again to ensure accuracy. If there are further amendments needed to the translated version, both parties must approve such changes, which could lead to further discussions/negotiations. It is in everyone’s best interests not to rush that process.

- As noted in the annual 10-K and numerous other communications, based on guidance from its advisor, ERHC has tabled its pursuit of an AIM listing. It may at some point revisit the AIM listing, but it is not currently under consideration.

- The exploration work programs in Kenya and Chad are proceeding apace. As noted in the Company’s most recent communications and quarterly filing, a Chadian company has been contracted to conduct an Environmental Impact Assessment. That’s the initial step in the exploration program. In Kenya, an FTG survey is planned. That is part of the exploration program. If you would like to learn about the various steps in ERHC’s exploration work programs in Kenya and Chad, I suggest you review the Company’s website. We have posted the specific steps and encourage shareholders to follow along as we make progress.

- Regarding the JDZ, no company can unilaterally take any action – the Zone is governed by the Joint Development Authority, which retains all decision making control. To date, the Joint Development Authority has not determined how JDZ Blocks 2, 3 or 4 will proceed. Until such determination, it would be inappropriate for ERHC to comment. As we have stated previously, there are three possibilities: 1) we proceed with Phase II and further exploration, 2) the JDA approves a further extension of Phase I, or 3) the operators decide not to proceed, in which case their interests revert back to ERHC.

Sincerely,

Daniel Keeney, APR
