Rand Paul's euphoric, blasted look is more likely a product of GMO technology. he gets sprayed multiple times with reality but is unfazed.

His father, Ron Mengele Paul, of Sonnenkinder fame, is only one allele short of a gene, but yet produced a progeny that raises more money than a vacuum cleaner commercial.

He is as harmless as a butt pimple. He will probably run for President for the next 38 years. but will be blocked by scattered mental radiation due to well-crafted tin foil beanies. His main accomplishment in life, so far, has been to get his father to retire.
