DesertDrifter -- I believe the pre-existing and continuing larger scenario is -- Israel is and will be responsible for handling its own defense, anything having to do with its immediate neighbors -- we (with whatever allied countries other than Israel) will handle Iran -- any boots on the ground of ours will be relative to Iran; any boots on the ground in Syria will be up to Israel (and perhaps, say, Turkey, if it comes to that)
I believe this development is subsidiary to/within that larger scenario, evolves within that understanding -- and, I would think, explicitly preparatory to that larger scenario; if we do end up proceeding to engage Syria on this, our strike planning will be driven overwhelmingly by the potential engagement with Iran -- i.e., the objective will be to significantly degrade Syria's potential to either try to come to the aid of Iran in the event of our engaging with Iran, and/or with others try to overtax Israel's capacity to defend itself effectively in any event
for quite some time, in particular since 9/11 and its aftermath, there has been legitimate concern re an imperial presidency in particular in terms of undertaking military actions without (sufficient/adequate/any) Congressional consultation -- something about which Obama himself had spoken quite stringly in the past -- not least given the cry for consultation from some on this one, it's not a bad thing Obama's decided to go back to Congress on this one
in his remarks today, Obama made clear that the generals have told him the strike is not time-sensitive, will be just/at least as effective a month from now as it would have been right now -- and I heard a report that the Chairman of the Joint Chiefs (Dempsey) was actually quite relieved that there would be some more time to consider the planning
Obama also made clear today that although he is going to (give some time to) seek a vote of Congress to support a strike, he is reserving the right to order one without, or even contrary to, such a vote
the time will allow for better analysis/results of testing, to see how well the further results either back Kerry's presentation yesterday, which I think it's fair to say was, at least taken at face value, pretty compelling, or not
also worth noting, to bring it full circle -- both Kerry and Obama spoke directly in terms of Iran paying attention to whether we follow up on what we say
