What's funny?

This struck me as funny,
for a number of reasons.
It seems that the King of Prussia had given a lot of autonomy to his military leaders. Soon the subjects began to take advantage of this power, with a particularly egregious situation described involving a certain Frenchman. The King therefore issued an Order reigning in his lieutenants, and instead called upon the people "that all should maintain vigilance, keeping a watchful eye, and most humbly report even the slightest misdemeanour immediately so that We may punish such most gravely."
