“This scourge must be stamped out,” he said. “We are all accountable and responsible for ensuring that this happens. We cannot fail the Army or America. We cannot fail each other, and we cannot fail the men and women that we lead.”

Speaking at the two-centuries-old academy for the first time since he took office, the defense secretary confronted the problem of sexual assault on the campus where, just last week, it was revealed that a sergeant responsible for advising cadets had been charged with secretly videotaping women in the showers.

Academy officials were silent about the case until it was reported in the news media. As rumors of the inquiry spread across campus in recent weeks, some female cadets worried that they had been victimized.

The 12 victims were notified of the yearlong investigation in March. Charges were filed on May 14, and the academy leadership sent e-mail messages about the case to families of cadets and alumni last Wednesday and Thursday.

Mr. Hagel thanked the graduating cadets for their choice of a career in national service, and noted that for more than a decade the ground forces “have shouldered a very heavy burden, doing the fighting and dying, and adapting under fire” during the longest period of sustained combat in American history.

The graduates will join an Army that is returning to garrison life, with the war in Iraq ended and the war in Afghanistan winding down, which will ease strains on soldiers and their families.

“At the same time, budget constraints are forcing the Army — along with all our other services — to curtail training and cancel exercises, impacting readiness and morale,” Mr. Hagel warned.

“Meanwhile, other threats to the health and quality of the all-volunteer force are increasing — alcohol and drug abuse, suicide and mental illness, sexual harassment and sexual assault,” he added.

Mr. Hagel urged the new officers “to not just deal with these debilitating, insidious and destructive forces, but rather you must be the generation of leaders that stop it.” This challenge, he said, “will require your complete commitment to building a culture of respect and dignity for every member of the military and society.”

The defense secretary’s speech at West Point came one day after President Obama warned Naval Academy graduates that rising numbers of sexual assaults in the military threatened to erode America’s faith in the armed forces.

Mr. Hagel, who was awarded two Purple Hearts as a noncommissioned Army officer in Vietnam, laced his speech with citations of duty, honor, commitment and Army values.

“In Vietnam, I learned that combat is a furnace that can consume you, or it can forge you into something better and stronger than you were before,” Mr. Hagel said. “But it requires leaders to help bring the best out in all of us.”
