"Two ban on dilution!" No there's not. Here's the link to the Florida amendment, please find the "frozen SS" ie. "the 2 year ban on dilution and AS increases."

Please point out the "freeze" section. Most of the amendment is about the rights of a "preferred class" of shares that insiders "earned."
