12:39 PM Enterprise Products Partners (EPD +1%) tells analysts it is building a new lateral pipeline that will alleviate bottlenecks on the newly expanded Seaway Pipeline, and should be completed by Q3 or Q4. Work at Phillips 66's 247K bbl/day Sweeny refinery, which is connected to Seaway's endpoint, has led to crude oil supplies backing up at the storage and distribution point.
