Lebaneseproud -- so how many 89-8 budgets/fiscal plans do you think Reid could have sent over since Boner became speaker (or since Obama was sworn in, for that matter)? -- and how many of those would Boner have allowed to come to a straight-up vote without his 'majority of the majority'? -- keeping in mind the positions the mightily wingbutt/teabugger/bagnut-inspired GOP had stuck to through that time -- and the fact that in the Senate these past few years the GOP indeed has, a fair number of times, filibustered things that ultimately got 90 or more 'ayes' when finally allowed to come to a vote

this time is quite thoroughly distinguishable, does not indicate things could or would have been different earlier in the 112th if only Obama/Reid/whichever Dems had shown some more initiative

in particular this time, McConnell's previously unprecedented genuine cooperation/good-faith negotiation with Reid and Biden

and indeed, the real point of the exercise, the previously unprecedented, I'd assert impossible, split in the 112th House GOP to pass this thing with strong Dem support plus a solid third of the GOPers to get it over the top ( http://en.wikipedia.org/wiki/American_Taxpayer_Relief_Act_of_2012 ) (even the 2011 debt ceiling solution, which of course led directly to this time, saw a majority of the GOP vote 'aye' in both Senate and House [ http://en.wikipedia.org/wiki/Budget_Control_Act_of_2011 ; http://en.wikipedia.org/wiki/United_States_debt-ceiling_crisis ])

a House GOP, just to note, whose members will number I believe 8 fewer, against 8 more Democrats, in the 113th about to begin

and now the next big GOP play is gonna be to threaten to not extend the debt ceiling, force a default and destroy not only our own but pretty much the entire world's economy if we all, including those good House GOPers who just voted for this one and the good Boner who let them (may he retain his Speakership), don't just yield to demands the hard-case wingbutts/teabuggers/bagnuts, who as just demonstrated in fact do not even have majority control of the House (let alone control of any other part of the federal government), haven't been able to force through yet, with the 112th now said and done?

yeah, that's a plan -- . . .
