The "official" Reg SHO Confirmation & Covering Rule...

Here's the official confirmation of the Reg SHO Threshold Security List that has SRGE on it as of 11/16/2012 11:00:04 PM:

A stock being on the Reg SHO Threshold Security List is ”official” confirmation that the inventory of shares for the public to buy is ZERO due to a significant enough Fails to Deliver (Naked Short) position. It doesn’t matter how it is explained or twisted which could confuse others… the shares remaining in the public float for SRGE is ZERO.

SRGE is on the Reg SHO List under the authority of Rule 3210 which makes SRGE subjective to the FINRA Rule 4320 (approved by the SEC) for covering a Fails to Deliver position. All should read the rule below to see how the covering should apply here with SRGE:
