Appeal court ruling :

Can someone clarify the following two points :

1) Court revesed the lower court order findings and remand this case to the commission for further proceedings.

2) Judge Newman dissenting opinion


Point 1) means that further proceeding will take place before IDCC see money from Nokia ? Is this true ? If so, how long IDCC has to wait ?

2) Is Judge Newman dissenting opinion can make weaker case to collect money from Nokia ?

Can expert shed some light on these two points.
