Filing for a name change (and symbol change) has to pass through several levels of scrutiny such as the Nevada SOS, FINRA, Transfer agent, and OTC Markets before it comes into effect.
None of these levels of approval will "rubber stamp" a name change without determining the legitimacy of a company and scrutinizing its reasons for establishing its new identity and industry brand.
