Pres. Obama finds himself increasingly boxed in on the Keystone (TRP) pipeline fight, as more Congressional Democrats join Republicans in backing the project, which has strong labor support and could generate of jobs in hard-hit states. An increasing possibility is a highway bill - also stuck - with a Keystone provision, which would put Obama in an awkward position
