Here's a copy of an email I sent to the Kenyan equivalent of the FDA, the PPB:

"Sent: Mon 9/19/11 3:52 AM

Cc: Emmanuel Mutisya (emmanuel.mutisya@yahoo.com);

Dear Sirs:

An American company called AquaLiv (formerly known as Infrared Systems International) has claimed in its press releases that they have conducted pilot studies with their product NatuRx in Kenyan patients with HIV/AIDS:

Infrared Systems International (OTCBB: IFRS) is pleased to announce that its subsidiary, AquaLiv, Inc., has concluded a pilot study of its NatuRx™ HIV/AIDS treatment and will push forward with clinical trials in Kenya later this year.

AquaLiv concluded a pilot study with two HIV/AIDS patients this week which also happens to mark the 30th anniversary of the first reported AIDS victims on June 5th, 1981.

"The results of our pilot study indicate significant advances in the fight against HIV and AIDS," stated AquaLiv CEO Craig Hoffman. "AquaLiv's solution shows remarkable results and can do so at a much lower cost than traditional drugs currently on the market. For developing nations this could really be a game changer."

In August, Mr. Emmanuel Mutisya, a Kenyan with United Nations University, will accompany AquaLiv representatives to Kenya and aid in the identification of clinics capable of carrying out the clinical trials. "Earlier this year, Mr. Mutisya supplied 10 Kenyans with our NatuRx™ HIV/AIDS treatment. Since then, they stopped taking their costly antiretroviral drugs and their condition has improved. Mr. Mutisya is now a believer in AquaLiv technology," added Mr. Hoffman.

One study participant infected with Hepatitis C in addition to HIV observed significantly reduced Hepatitis C viral loads as an additional benefit of the treatment. Mr. Hoffman continued, "We are working on several NatuRx™ treatments for a variety of diseases. The technology has proven effective with all the bacterial and viral conditions we've tested. If given the opportunity, we are confident we could quickly have a positive impact on those infected with the new strain of deadly E.coli bacteria."

As you can see from the company’s description of its alleged product, scientifically speaking it is complete nonsense:

“Based on AquaLiv's patented BioT™ Bioinformation Technology, NatuRx™ formulations utilize novel wave-based information composites in lieu of molecules for treatment. The solutions have no contraindications, are non-toxic and resemble common mineral water in analysis.”

Given that this company claims to have conducted studies in at least 12 residents of Kenya, I expected to find it registered on www.clinicaltrials.gov or one of the other such databases. However I can find no such record.

Obviously such a study would require Ethics Committee approval and presumably to be at least registered with you, if not pre-approved. Can you please confirm that such approval was sought and granted?

I have also asked the same question of Dr. Mutisya but have yet to receive a reply.

In another press release AquaLiv claims:

“Unlike traditional drugs, all NatuRx™ treatments are information-based and do not rely on chemical interaction with active molecules to function," stated AquaLiv CEO, Craig Hoffman. "The Kenyan authorities recognized that our unique treatment has a negligible toxicity and cannot be misused. It is impossible to overdose. In our first regulatory organization experience with NatuRx™, the treatment was acknowledged and understood far easier than we anticipated."”

By the “Kenyan authorities” I assume AquaLiv is referring to the PPB. Yet I cannot believe that a scientific agency with the reputation of PPB would ever have made such a statement about a clearly unproven and indeed unscientific "product". I would be grateful if you could comment on this.

Sincerely,"

Again, if and when I receive a response I shall post it here.

If Dr. Mutisya doesn't respond to this or the other email I sent him directly, I shall contact the Deans of both the United Nations University and the University of Tokyo where I believe he is currently studying, to make further enquiries.

No one should be allowed to peddle pseudo-science like AQLV are doing in order to make a fast buck.
