I think many ppl are waiting for some more evidence that the contract is real. It does seem "too good to be true" for a company with 5m market cap. The DD is actually very scarce on the Guizhou company. It took me several days to find one link on the Internet about it using its chinese name.

I personally think the deal is high-profile but real b/c of the involvement of the Vice Premier. They can't afford to let this blow up in smoke and the party guys in Guizhou know that too. Time to get in now when every body else agrees with that.
