New FINRA rule in L2
Effective May 9, 2011, the new rules will require an OTC Market Maker, subject to certain exceptions, to display the full size of customer limit orders

UBSS shows the ASK orders. Add 2 zeros to the end it should be 1,050,000 shares. This L2 does not show it. Look below and notice a different L2 shot
