It appears in 2011 & 2012 the California EPA will mandate laws on small engine emmissions.

New standards

The regulations are in line with recent regulations adopted by the California Air Resources Board. For non-road engines, hydrocarbon plus NOx exhaust emissions will be set to 10 g/kW-hr for Class I, effective 2012; and 8g/kW-hr for Class II, effective 2011. There are also new standards for evaporative emissions. The regulations are expected to reduce exhaust from new non-road engines by 35 percent, and evaporative emissions by 45 percent.
