"Amendment date April 2011:
The tailings storage facility was constructed with a high permeability requiring an amendment to this works approval. The proposed amendment is that works will be undertaken to line a section of the facility so that the discharges may commence whilst a further amendment is prepared outlining the works required to bring the entire facility to an acceptably low level of permeability."

Can you say "rebuild the tailings dam from scratch"?!?!
