My comment – Since in your opinion it is plain and simple English, please quote (from the SEC complaint) the simple and plain sentence (repeat sentence) that contains the 1.subject - 2.verb and - 3. object of your assertions.
To help you out a little I agree with your assertion “Gendarme sold 2.1 Billion of THESE shares.”

Gendarme was the subject of the SEC complaint so I agree my pick of Gendarme as a subject will be much easier to quote. Have fun trying to find the sentence where the SEC WROTE that RCCH sold shares and that Gendarme purchased shares
No fair quoting what other posters interpeted the SEC wrote. Since this is plain and simple English, you should be able to quote the sentence from the SEC complaint as it was written. Not really hard to understand, right?
