When?? I don't do that but get in when the charts guide me and sometimes allow you to look like a timing genius in hindsight. It is an individual issue market, which is changing from a bull market, to me - I often experience this during med. or longer term turning points; both good long and shorts in individual issues. DOW support, if a new trend develops, is 9.5k, 7.4k and already a long chart case for 3.5k.
