Tom Frantz, director of the NH PUC Electric Division (NOT the Office of Consumer Advocate) said in his testimony filed Friday:
"cannot recommend that the Commission approve this PPA as filed"
This is not the end of the world, and is (obviously) only a recommendation, but this IS from the PUC staff.
Perhaps because LLEG is no longer an intervenor MBB didn't see this. It will be posted in a couple days, and then we can read the entire thing (I don't have a copy, but had a portion read to me by someone who does have a copy. I want to see the entire thing - and any reply - before jumping to conclusions. However, the PUC is currently not recommending the PPA as presented.
