If I am not mistaken, the federal approval is to fund infrastructure for a pipeline that will not be completed until 2018 at it's earliest. Apex is not involved in the pipeline. They will not even begin to produce until post 2018 and the annual revenues will be a small fraction of the $34 Billion.
