OK thanks for the tip. I had found the Oxalis Energy Group connection with Pepper Rock in February of 2010. Phil Keuber was central to all that. Just days after becoming the CEO of Pepper Rock.

Didn't look into the Oxalis Energy Group history. But now I found mention of the Oxalis Energy Group / Cheyenne Resources joint venture agreement from November of 2009:

I'm still a little confused how Olaxis gained control of the property/wells. Ah never mind just going to the Nevada SOS and looking at the business entity file will give that secret away.

The business entity was formed on 12/19/08, but the most important part of the filing is the list of officers. Click on the tiny box to show the list of inactive officers.

Phil Keeber is one of the officers. I noticed that Phil Kueber often spelled his name Keeber in some of the Pepper Ranch SEC filings.

So Phil Kueber became the CEO of Pepper on February 5, 2010.

On the same day as Phil Kueber became CEO of Pepper Rock (2/5/10) he did a joint venture agreement with Dominus Energy (A Swiss Company) for some property in Alberta, Canada

And I don't know why they aren't in jail yet. With each passing day though the connections and wrong doings are becoming more and more obvious. Maybe some day they will be.
