Generally I see this as a "get ready for some hype" sort of announcement, hoping to start some upward momentum.
Some people find that kind of promotion good, but I think it only helps if your business plan is not working. Even if it's successful, it usually only brings the price up a little and then you have a bunch of momo driven shareholders who get angry when the momentum stops and dump the stock, leaving it worse off than when it started.

The only thing necessary for the triumph of evil is for good men to do nothing.
