In regard to the "below bid" sales that people are seeing if you watch a detailed T&S you will note that they are all Amex transactions. I found this:

b. BSE and Amex will truncate (not round) all quotes (e.g., $0.8999 will round to $0.89 and not $0.90).

So the key word is truncate as indicated above. Basically means that when you see a .46 print go through it is somewhere between .4600 and .4699 which means that it is not a buy or sale below the bid...

Sorry, but it is not MM manipulation...
