'The Lord of the Miracles'

Who is actually Estuardo Benavides, the man who wants to turn into a world tourist destination Buga?

Because of the magnitude of the project Vertigo Park, Estuardo Benavides , is already a legend to the inhabitants of Buga and its environs.
