From Peter's email I received this morning.

We are not raising any capital. The last time we did was in February. Our main investor is a hedge fund named NIR from Long Island. They have lent the company over 3.6MM dollars and have been issued a lot of warrants and about, and I am only estimating, 15M shares of stock. They would love the stock to go to $1, they certainly are not in a good position at its current levels.
