Hi I’m looking for some advice,

I've been offered $4.10 per share by Westcomb Capital Management but first they are asking that I pay $147,30 to International Equities Administrators (Japan).
I’m almost certain it’s a scam as they are offering so much.

Can anyone offer me some advice??
