Pumma...Because that PR referred to a

"non-binding" Letter of Intent, that's why. In the world of the pinks it is almost laughed at because non-binders with verrrrry few exceptions have zero follow through.

Generally, there is no purpose to issue them except in an attempt to placate investors or create price support.

Only newbs jump in to buy a pinksheet stock based on a PR-announced nonbinding LOI that has no substantive references to back it up, IMO.
